Das Kollektiv Raumstation schildert seine Herangehensweise an ein nachbarschaftsbezogenes Sorge-Mapping: die Recherchemethoden, die Analyse und die Art und Weise, wie das gesammelte Wissen performativ zurück in den öffentlichen Raum getragen wurde. Im Anschluss daran sind die Leser*innen dazu eingeladen, die porträtierten Sorgeinstitutionen kennenzulernen.

The chapter takes a close look at the urban growth machine of a city emerging as a model for capitalist development in a semi-peripheral country such as Romania. Cluj-Napoca is exemplary of a city that made a huge recovery after deindustrialization. The convergence of economic restructuring toward high-value-added service sectors and intense investments in real estate shaped this transformation. Germany is often viewed as a climate and environmental leader, and its model of cooperative federalism meant that public bodies at different levels of government were well-placed to coordinate an early transition away from nuclear power and towards renewable energy. However, although some German states (Länder) have highly developed green economy sectors, other areas (particularly in the eastern part of the country) are still heavily reliant on fossil fuel extraction and combustion. The paper is an ethnography of cultural workers from the contemporary art centre from Cluj-Napoca, Romania – The Paintbrush Factory. The one-decade existence of the alternative space contributed to a range of changes in the local cultural scene and evolved from a physical space into a resource for the city’s culture-led development strategy. It also became affected and reshaped by wider changes in terms of applied cultural policies. Cultural workers’ perspective, their precarity and their involvement in the local art scene influenced the current commodification and entrepreneurialisation of the cultural offer. This issue of OASE discusses the poetics of architectural design that emerge from the complex web of idea exchange throughout Europe. Contemporary transnational design practices and other forms of exchange are addressed along lines such as migration, education, work and design cultures, to elaborate on how historical narratives of specific European locations are interpreted and reworked. How does a design become the result of exchange? Does a diversity of cultural backgrounds influence aesthetic choices? And, how is this translated into the organization and design processes of design firms?

Die „Investitionen von herausgehobener volkswirtschaftlicher Bedeutung“ haben einen großen Einfluss auf die ungarische Stadtplanung. Als planungsbeschleunigendes Instrument können diese von der nationalen Regierung Ungarns eingesetzt werden, um Fristen für Genehmigungen zu verkürzen und rechtliche Vorgaben zu umgehen. Seit geraumer Zeit wird dieses Instrument zudem eingesetzt, um in oppositionell regierten Kommunen – wie der Hauptstadt Budapest – eine Stadtentwicklung durchzusetzen, die mit den Zielen der nationalen Regierung übereinstimmt. Dabei kann sehr weitreichend die kommunale Bauleitplanung auf entsprechend ausgewiesenen Flächen außer Kraft gesetzt werden, auch ohne Einvernehmen mit den betroffenen Kommunen.
